Qualified - (2nd to best opinion given, not completely negative) This type of opinion means that the auditor was able to audit a portion the financial statements without problem. However, there was an area or multiple areas of the financial statements that the auditor was not able to gain comfort with. You will find "except for" language in the opinion letter which indicates that "except for" capital assets (for instance), the financial statements are a true reflection of the entity's operations. One of the most common reasons we see qualified opinions on state entities is due to the fact that the entity has not recorded capital assets since inception.
